This is a US Government Publication.  Copy and use this 
technical manual according to NASA's stated usage guidelines.

In order to view these files "locally" (i.e. on your computer, 
without having to connect to the Internet) you will need to 
drop this zipped file "NASA_TR_R-277.zip" 
(about 580 KB) into your computer.  

Next unzip it (or "Extract All") into an appropriate 
new sub-directory (about 760 KB in size after unzipping).

Open your preferred HTML web browser (e.g. Firefox or Internet 
Explorer).  On the upper left look for the "File" menu.  Do a 
"File/Open" then "Browse" to the sub-directory where the 
unzipped files were placed.  

Look for "index.htm".

Select the (per above) "index.htm" - and you're in!
